

Telangana Pradesh Congress Committee Unveils Kamareddy BC Declaration, Pledges Comprehensive Welfare Measures
Kamareddy, November 10: In a significant move, the Telangana Pradesh Congress Committee (TPCC) recently unveiled the Kamareddy BC Declaration, outlining a series of assurances and guarantees aimed at uplifting various social groups in the state.
BC Declaration in Kamareddy Sabha, Pledges Generous Benefits for BCs
In a significant announcement, the Telangana Pradesh Congress Committee introduced the BC Declaration during an open house event in Kamareddy. The declaration was unveiled by Karnataka Chief Minister Siddaramaiah and PCC President Revanth Reddy. The Congress party aims to make a lasting impact on BC communities by committing to increase reservations from 23 percent to 42 percent, with plans to extend reservations to contracts as well.
The BC Declaration includes the establishment of the Mahatma Jyoti Rao Phule BC Subplan, dedicated to the welfare of Backward Classes. The Congress party pledges a substantial allocation of one lakh crore over the next five years, at the rate of Rs.20 thousand crore per year, towards the upliftment of BC communities.
As part of the declared bounties, BC communities can expect loans of up to Rs.10 lakhs without the need for collateral. Additionally, fee reimbursements will be provided to economically disadvantaged communities irrespective of their rank. This move is seen as an attempt to resonate with BC voters across the state. Political sources suggest that the BC Declaration is poised to attract significant support from BC communities, marking a strategic move by the Congress party in the run-up to the upcoming elections.
Reservations:
Under the declaration, the TPCC promises to increase reservations for Backward Classes (BCs) within the first six months of assuming power, based on caste enumeration and recommendations from the BC commission report. Notably, there is a commitment to raise existing BC reservations from 23% to 42% in new local bodies, ensuring political representation for 23,973 new BC members in Panchayats and Municipalities. The proposal also includes the sub-classification of BC reservations in local bodies.
In addition, the TPCC advocates for a 42% reservation for BCs in government civil construction and maintenance contracts.
Funds Allocation:
The declaration emphasizes the establishment of the Mahatma Jyoti Rao Phule BC Sub Plan with statutory status in the first assembly session, aiming to secure adequate funds for the BC Sub Plan. The party proposes an annual allocation of Rs. 20,000 crore for the welfare of BCs, totaling Rs. 1 lakh crore over five years.
Welfare Initiatives:
To monitor the development of Most Backward Classes (MBC) castes, the TPCC proposes the creation of the Pratmeka MBC Welfare Ministry. The party also commits to forming corporations for the comprehensive development of all BC castes, offering unsecured, interest-free loans of up to Rs. 10 lakh for BC youth to facilitate small businesses and higher education.
As part of the welfare initiatives, the TPCC plans to establish Prof. Jayashankar BC Unity Buildings in all district centers, complete with convention halls, press clubs, study circles, libraries, and canteens, with a budget of Rs. 50 crores. District BC Welfare Offices will be set up in BC Unity Bhavans.
Education:
The Kamareddy BC Declaration focuses on education, promising one new Gurukulam for BCs in each mandal, alongside Navodaya Vidyalayas. The TPCC also commits to establishing one new degree college in each district. Notably, full fee reimbursement, regardless of rank, is proposed for BC families with an annual income below Rs. 3 lakh.
Assistance to Handicrafts:
Addressing the needs of manual laborers, the declaration pledges to set up a shopping complex named “Vritti Bazaar” with 50 shops in each mandal. Free shop spaces will be provided to handicraftsmen, including barbers, carpenters, washermen, blacksmiths, and goldsmiths.
Moreover, the TPCC supports lowering the old age pension eligibility age to 50 years for line workers and handloom workers in all manual occupations. The party also promises to conduct elections and provide financial assistance of Rs. 10 lakhs for each society registered under BC Corporations and Federations.

Telangana Congress Unveils Kamareddy BC Declaration with Sector-Specific Guarantees
The Telangana Pradesh Congress Committee (TPCC) has revealed the Kamareddy BC Declaration, presenting a comprehensive set of assurances tailored to uplift various social groups in the state.
Mudiraj:
The declaration includes the insertion of BC-D into BC-A, addressing the needs of the Mudiraj community in accordance with G.O.Ms.No. dt. 19/02/2009.
Gangaputra:
To resolve pending issues among the fishermen community, the TPCC proposes the formation of the Telangana Fisheries Development Board. This initiative aims to promote aquaculture and implement fisheries development programs such as captive seed nurseries and enhanced marketing infrastructure.
Golla Kurumalu:
Within the first 100 days of coming to power, the TPCC commits to the 2nd phase of sheep distribution for the Golla Kurumalu community.
Goud:
For the Goud community, the declaration outlines plans for the allocation of 5 acres of land in each village for the plantation of Ita trees. Additionally, there’s a proposal to increase the existing reservation for Gouds in liquor shop licenses from 15% to 25%, along with the renaming of Janagam district to Sardar Sarvai Papanna Goud Janagam district.
Munnuru Capu:
The TPCC envisions the formation of the Telangana Munnuru Kapu Corporation, with the aim of disbursing subsidized loans to encourage young entrepreneurs within the Munnuru Capu community.
Padmasali:
Specifically for the Padmasali community, the declaration outlines plans for the establishment of mega powerloom clusters in Jagityala, Narayanapet, and Bhuvanagiri. Additionally, there is a proposal for a 90% subsidy on power looms and equipment for Padmashalis.
Vishwakarma:
Addressing the needs of the Vishwakarma community, the TPCC proposes the provision of tool kits with a 90% subsidy for barbers, goldsmiths, blacksmiths, carpenters, and potters. The plan also includes the allotment of land for setting up shops in urban areas.
Rajaka:
For the Rajaka community, the TPCC pledges Rs.10 lakhs for setting up laundromats in towns for youth workers. Additionally, there is a proposal for the allocation of Rs.10 crores to each district for the modernization of Dhobi Ghats across the state.
