In a significant development, the esteemed Governor of Telangana has granted her approval for the introduction of the “Telangana State Road Transport Corporation (Absorption of Employees into Government Service) Bill 2023” in the Telangana State Legislative Assembly. The Governor’s recommendations, aimed at ensuring a smooth transition for the employees, have been outlined as follows:

  1. Ownership of the lands, assets, and properties of TSRTC is advised to remain with the Corporation even after the absorption of RTC employees as government employees. The government is expected to provide a clear commitment in this regard.
  2. The assets division process between Telangana and Andhra Pradesh, as per the AP Reorganization Act, is recommended to be completed promptly.
  3. The responsibility for clearing arrears from the former APSRTC is suggested to be clarified and assumed.
  4. The emoluments of absorbed RTC employees as government employees are recommended to align with the pay scales, service rules, and regulations applicable to other state government employees.
  5. Provisions for ‘compassionate appointment’ for family members on medical grounds are recommended for RTC employees who have been absorbed and subsequently become unfit for service due to work-related stress and strain.
  6. To ensure fair treatment, disciplinary proceedings within RTC are advised to be brought in line with the service rules applicable to other government employees.
  7. In the event of RTC absorbed employees being deputed to other departments, their grades, pay, salary, and promotions are recommended to be protected to ensure stability in their career progression.
  8. Contract and outsourced employees are recommended to be granted similar benefits and salaries as regular employees, and their service should be recognized and safeguarded for future roles or departments, including provident fund schemes.
  9. Both regular and contract employees are recommended to receive equivalent health benefits from RTC hospitals, government-sponsored treatment, and insurance benefits up to a certain level. Families of regular employees are also proposed to be included in the health benefits program.
  10. Acknowledging the importance of bus maintenance, the government is advised to take over the upkeep of buses through outsourcing or any other suitable means, pledging to bear the financial responsibility for ensuring the safety of the public.

The Governor extended her best wishes to all TSRTC employees and their families, expressing optimism that their absorption into government service would prove advantageous for all parties involved.
