
Statement from TSERC Secretary on Allegations Regarding Free Electricity Schemes

In response to recent allegations circulating in viral video clips, the Telangana State Electricity Regulatory Commission (TSERC) issues this statement to provide clarity on the Commission’s actions regarding the Orders dated 16.03.2024. These Orders concern the extension of free electricity under the ‘Gruha Jyothi Scheme’ and free power to the Agricultural sector in Telangana.
As a body constituted under the Electricity Act, 2003, TSERC emphasizes its dedication to executing its duties in strict adherence to the law. The Commission acknowledges and accepts the directions issued by the Government of Telangana (GoTS) regarding these schemes, underscoring their aim to benefit the general public.

Regarding allegations of mishandling subsidies and zero billing, TSERC points to Section 65 of the Electricity Act, 2003, which mandates the advance payment of subsidies by the state government. The Commission clarifies that it has instructed distribution licensees to ensure the timely release of subsidy amounts for beneficiaries under the ‘Gruha Jyothi Scheme’ and to issue zero bills accordingly.
In addressing concerns about billing practices in the Agricultural sector, TSERC notes that the tariff for agricultural consumers is ‘ZERO’ as per the Retail Supply Tariff Orders. However, distribution licensees are issuing bills for customer charges every six months, aligning with government commitments to provide subsidies.
Additionally, TSERC stresses that in other schemes reimbursed by the GoTS, distribution licensees are deducting bill amounts only to the extent of reimbursements received and imposing ‘Delayed Payment Surcharges’ for belated payments.
This statement reaffirms that aggrieved parties have the right to appeal the Commission’s orders before the appropriate authority. TSERC remains steadfast in its commitment to functioning impartially and with integrity under the provisions of the Electricity Act, 2003.
