
Hyderabad City Police Issues New Year Celebration Guidelines

In preparation for the upcoming New Year celebrations on the night of 31-12-2023/01-01-2024, the Commissioner of Police, Hyderabad, has released comprehensive guidelines for the managements of 3 Star & above Hotels, Clubs, Bars, and Restaurants/Pubs.

- Establishments hosting events past 1:00 AM must obtain permission at least 10 days in advance.
- Mandatory installation of CCTV cameras with recording at entry/exit points and parking areas.
- Adequate security measures required for traffic management and establishment access.
- Organizers instructed to ensure decency in apparel, dance acts, gestures, and words, prohibiting obscenity and nudity.
- Sound levels restricted to 45 decibels.
- Strict prohibition on firearms at the event venue.
- Passes/tickets/coupons limited to venue capacity to prevent law & order issues.
- Special parking arrangements without traffic flow obstruction.
- Maintenance of orderliness inside the venue.
- No entry for minors in couple programs, Pubs, and Bars.
- Organizers held accountable for preventing drug use; emphasis on security in parking areas.
- Appointment of security guards for systematic parking and traffic regulation.
- Liquor service restricted to hours permitted by the Excise Department.
- Pubs/Bars to arrange drivers/cabs for customers in a drunken state.
- Strict prohibition on the display or use of fireworks.
- Compliance with instructions from District Fire Officer/Regional Fire Officer.
- Management liable for any loss, damage, or nuisance resulting from the establishment’s functioning.

Advisory Displayed at Entrance and Inside Establishments
(a) Drunk driving an offense under Section 185 of the Motor Vehicles Act.
(b) Permissible alcohol limit up to and below 30 mg/100 ml of blood.
(c) Police will book cases against those driving under the influence.
(d) If accompanied by a sober person with a valid driving license, the vehicle may be released; otherwise, it will be taken to the Police Station.
(e) Respondents must visit the Police Station the next working day with original documents to retrieve the vehicle.
(f) Penalties for drunken driving include Rs. 10,000 fine and/or 6 months imprisonment; driving license suspension.
(g) Minors driving vehicles will be held responsible.
(h) Two-wheeler silencers should not be removed, avoiding noise pollution.
(i) Over Speed, dangerous driving, and racing in public places punishable under sections 183, 184 of the Motor Vehicles Act.
The concept of a “designated driver for a day” is encouraged for safety.
