Government of Telangana Mandates Aadhaar Authentication for Gruha Jyoti Scheme Beneficiaries

In a move aimed at streamlining service delivery and enhancing transparency, the Government of Telangana has issued a notification mandating Aadhaar authentication for beneficiaries under the Gruha Jyoti scheme. The scheme, which offers free electricity up to 200 units for domestic households in the state, will now require individuals to furnish proof of possession of their Aadhaar number or undergo Aadhaar authentication.

Implemented by the Energy Department through Telangana State Distribution Companies (TSDISCOMS), the Gruha Jyoti scheme aims to simplify the process of availing benefits while ensuring efficient utilization of resources from the Consolidated Fund of Telangana State.

According to the notification, individuals not yet enrolled for Aadhaar must do so before registering for the scheme, provided they are eligible for Aadhaar enrollment as per Section 3 of the Aadhaar Act. The department will offer Aadhaar enrollment facilities for beneficiaries who are not yet enrolled, ensuring accessibility even in areas where enrollment centers are not available.

In cases where Aadhaar authentication fails due to poor biometrics or other reasons, alternative mechanisms such as iris scan or face authentication will be adopted. Additionally, provisions for Aadhaar One Time Password (OTP) authentication will be made available where feasible.

To prevent any deprivation of benefits, the department will provide benefits under the scheme based on physical Aadhaar letters, with the authenticity verifiable through QR codes printed on the letters.

The notification emphasizes wide publicity through media to raise awareness among beneficiaries regarding the Aadhaar requirement. Furthermore, the department will adhere to instructions issued by the Government of India through its implementing agency to ensure the rightful distribution of benefits.

The notification, effective upon its publication in the Official Gazette, underscores the government’s commitment to efficient governance and inclusive service delivery.

Documents required for Aadhaar authentication:

  • Bank or Post office passbook with photo
  • Permanent Account Number (PAN) Card
  • Passport
  • Ration Card
  • Voter Identity Card
  • MGNREGA card
  • Kisan Photo passbook
  • Driving license issued by the Licensing Authority under the Motor Vehicles Act, 1988
  • Certificate of identity having photo issued by a Gazetted Officer or a Tehsildar on an official letterhead
  • Any other document as specified by the Department
