
Telangana Government Forms Committee to Enhance Milling Capacity and Auction Surplus Paddy

In response to representations from the Telangana Rice Millers Association and discussions during a Civil Supplies Department review, the Government of Telangana has established a State Level Committee (SLC). The committee’s goal is to propose strategies to boost milling capacity in the state and outline procedures for auctioning surplus paddy stored in mills. The committee will be led by the Special Chief Secretary to the Government of the Finance Department and includes members from various sectors, such as Industries & Commerce, the Chief Minister’s Office, TSIIC, and the Civil Supplies Department.
The committee’s objectives include identifying regions with inadequate milling capacity, suggesting areas for Food Processing zones, crafting incentives to attract major industry investors, and selecting suitable technologies for efficient mill setup. It also aims to encourage potential investors to establish units within the state, ensuring profitable marketing of rice and its by-products. The current Custom Milling policy will be reviewed for potential improvements.
Furthermore, the committee will develop a framework for auctioning surplus paddy. This will involve assessing paddy quality, studying the market and auction potential based on quality and rates, determining the quantity of paddy available for auction considering two seasons’ worth of milling, and suggesting a base price for the auction. Modalities for conducting the paddy auction will also be recommended.
The Commissioner of Civil Supplies in Telangana will oversee the next steps in this process. This initiative is part of the government’s efforts to streamline paddy milling operations and enhance the overall efficiency of the state’s agricultural sector.
