Government of Telangana Introduces Stringent Measures to Recover Pending Custom Milled Rice Dues from Default Millers

In a bid to address the non-delivery of 2.49 LMTs of Custom Milled Rice (CMR) from the Kharif Crop of 2022-23 within the stipulated time frame, the Government of Telangana has issued specific instructions for recovery. Following a thorough examination of proposals put forth by the Commissioner of Civil Supplies and the Vice Chairman & Managing Director of the Telangana State Civil Supplies Corporation Limited (TSCSCL), the government has sanctioned measures to expedite the recovery process.
According to the directives issued, the Telangana State Civil Supplies Corporation Limited will initiate the recovery process by coordinating with the concerned District Managers and District Civil Supplies Officers. Defaulted CMR dues from rice millers will be recovered at 125% of the rates fixed by the Government of India or the actual economic cost incurred by the state, whichever is higher. Additionally, an interest rate of 12% per annum will be levied on the pending amount from the due date to the date of actual payment.
Furthermore, the government has mandated a strict timeline of 60 days for the delivery of CMR and the subsequent recovery of dues. Failure to comply with these directives will result in severe consequences, including criminal action against defaulting millers, disqualification from participating in CMR operations, and potential initiation of the Revenue Recovery Act.
To ensure effective monitoring and enforcement of these measures, the Collector (Civil Supplies) will oversee the online recovery process and report directly to the Commissioner of Civil Supplies.
These measures underscore the government’s commitment to ensuring timely procurement and delivery of essential commodities while holding accountable those who fail to meet their obligations in the supply chain.
