HMDA Stands Firm on Legal Notice, Refutes Allegations Made by MP Revanth Reddy

Hyderabad, June 13, 2023: The Hyderabad Metropolitan Development Authority (HMDA) has responded to the press note issued by Hon’ble MP Sri Revanth Reddy, reaffirming that there is no intention to withdraw the legal notice issued on May 25, 2023. HMDA strongly objects to the manner in which specific officers were named, and the institution was subjected to allegations and political motives.
It is reiterated by HMDA that its operations are guided by the State Government, and officers and departments function under the overall supervision and direction of the Council of Ministers and the State Government while adhering to the prescribed rules.
Furthermore, HMDA emphasizes that the bid process for the Outer Ring Road (ORR) Toll-Operate-Transfer (TOT) project was conducted with utmost transparency, following the established norms set by the National Highways Authority of India (NHAI) for TOT bids. It clarifies that the decision to award a 30-year bid aligns with the council of ministers’ decision and highlights that previous NHAI bids have also been awarded for a similar duration.

HMDA restates that all officers involved in the bidding process have carried out their responsibilities transparently, in accordance with state government orders and within the framework of conduct rules, maintaining neutrality. The legal notice issued on May 25, 2023, requested the Hon’ble MP to withdraw all allegations, including those that were meant to demoralize officers who diligently and transparently perform their duties.
Additionally, HMDA clarifies that the response to the RTI query by the Hon’ble MP was provided within the stipulated timelines, dispelling any claims of withholding information regarding the ORR TOT bid process.

HMDA asserts that it cannot be intimidated or coerced in fulfilling its official duties and vows to take appropriate legal action to safeguard its integrity and protect its officers.
